(《北欧华人报》北欧国际新闻中心记者文力报道)7月28日,中国驻瑞典大使馆举行招待会,热烈庆祝中国人民解放军建军九十六周年。招待会开始,中国驻瑞典大使馆响起中瑞两国国歌,紧接着中国驻瑞典大使崔爱民、中国驻瑞典三军副武官李珂致辞。瑞典陆军参谋长等军政官员、部分驻瑞使节、武官、社会各界代表等约150人出席。
崔爱民大使致辞如下:
尊敬的各位来宾,女士们,先生们,朋友们,
欢迎大家莅临中国大使馆,与我们一起庆祝中国人民解放军成立96周年。1927年,为彻底实现民族独立和人民解放,中国共产党毅然领导发动武装起义,一支真正的人民军队由此诞生。96年来,这支英雄军队经历了国内外无数次大战的考验,在战争中学习战争,逐渐由小到大,由弱到强,成为维护国家安全和发展利益,维护世界和平的一支强兵劲旅!这支英雄军队始终秉持为人民服务的宗旨,在前所未有的重大疫情面前,在无数次自然灾害面前,不怕牺牲,勇往直前,筑起一道道维护人民生命和财产安全的钢铁长城!
在漫漫历史长河中,中国经历过繁荣辉煌,更遭受过战火苦难,特别是近代以来,屡遭外敌入侵和内部战乱,国家积贫积弱,人民流离失所。惨痛的记忆让中国人民对和平有着切身的体会、深刻的理解和不懈的追求。新中国成立70多年来,我们始终坚持独立自主的和平外交政策,始终坚持从中国人民和世界人民根本利益出发,根据事情本身是非曲直独立决定政策立场,尊重各国自主选择发展道路和社会制度的权利,走出一条对话而不对抗、结伴而不结盟的国与国交往新路。

当前,人类刚刚走出新冠疫情的阴霾,但又面临前所未有的多重危机和挑战。面对百年未有之大变局下错综复杂的国际局势,习近平主席2022年郑重提出全球安全倡议,倡导各国坚持共同、综合、合作、可持续的安全观,以构建人类安全共同体为长远目标,携手建设一个持久和平和普遍安全的世界。全球安全倡议植根于真正的多边主义理念,为弥补和平赤字、破解安全困境提供了中国方案。针对乌克兰危机,中国政府发布《关于政治解决乌克兰危机的中国立场》文件,提出尊重各国主权、摒弃冷战思维、停火止战、启动和谈等12点主张,中方与欧洲多国和相关各方进行深入沟通,为缓解危机外溢、推动政治解决发挥建设性作用。未来我们将继续劝和促谈,推动对话协商,解决各方合理关切,推动构建均衡、有效、可持续的欧洲安全架构,共同维护亚欧大陆和平稳定。

中国愿始终做世界和平的建设者、全球发展的贡献者、国际秩序的维护者、公共产品的提供者、热点问题的斡旋者。自1990年参加联合国维和行动以来,中国已派出维和人员5万余人次,赴20多个国家和地区参加维和行动。目前,中国是联合国第二大维和摊款国和安理会常任理事国中第一大出兵国,共有2200多名中国官兵在8个维和任务区执行任务。自2008年参加护航行动以来,中国已累计派出44批、100余艘次舰艇,完成7000余艘中外船舶护航任务,解救、接护各类船舶近百艘,以实际行动投入维护世界和平的伟大事业,履行了一个负责任大国应有的担当。

中国有句成语叫做“同舟共济”。尽管我们有着不同的肤色,说着不同的语言,有着不同的价值观念和生活方式,但我们一起生活在地球这艘大船上,理应相互扶持。来瑞工作一年多以来,我先后走访了二十余个城市,与政府官员、企业高管、智库学者、工厂工人等社会各界进行了广泛交流,真切地感受到瑞典人民对和平与发展的期盼和对中国人民真诚友好的情谊。瑞典是第一个同新中国建交的西方国家,两国有着长期友好交往的历史,卡尔十六世·古斯塔夫国王陛下曾先后6次到访中国,双方在政治、经济、文化等各领域、各层次的交流与合作成果显著,为两国人民带来了实实在在的好处。作为大使,我有责任与使馆同事们及瑞典朋友们一起秉持“同舟共济”的精神,推动两国各领域友好交流与合作不断向前发展。

我们始终坚信,一个团结而非分裂、和平而非动荡的世界符合全人类共同利益。中国愿同包括瑞典在内所有爱好和平、致力发展的国际社会成员一道,协力应对各类安全挑战,为维护世界和平稳定作出新的贡献!

让我们共同举杯,为中国人民解放军96岁生日,为中瑞两国两军友好,为世界和平与稳定,干杯。

Ladies and gentlemen,
Dear friends,
Welcome to the Chinese embassy and to join us in celebrating the 96th anniversary of the founding of the Chinese People’s Liberation Army.
In 1927, to fully achieve national independence and liberation, the Communist Party of China resolutely led an armed uprising, thus giving birth to a true people’s army. In the past 96 years, this heroic army has stood the test of numerous wars at home and abroad, learning about war from war, and gradually growing from small to large, weak to strong. It has become a strong force for safeguarding national security and development interests and for safeguarding world peace. Always upholding the purpose of serving the people, in the face of unprecedented epidemics and countless natural disasters, this heroic army has never been afraid of sacrifice and always advanced bravely, and has built great walls of steel to safeguard people’s lives and property.
Throughout the river of its long history, China has experienced prosperity and glory, but also suffered from war and misery. Especially since modern times, China was repeatedly invaded by foreign enemies and subjected to internal wars. The country was once poor and weak with its people displaced. Painful memories have given the Chinese people real experience, deep understanding and relentless pursuit of peace. Over the past more than 70 years since the founding of the People’s Republic of China, we have always adhered to an independent foreign policy of peace, always been committed to the fundamental interests of the Chinese people and the people of the world. We have made independent policies and stances based on the issues’ own merits, respected the right of countries to independently choose their own development paths and social systems, and explored a new path of country-to-country relations featuring dialogue and partnership rather than confrontation and alliance.
At present, the world has just emerged from the shadow of COVID-19, but is facing unprecedented and multiple crises and challenges. In the face of changes unseen in a century and complex international situation, President Xi Jinping proposed the Global Security Initiative (GSI) in 2022, calling on countries to stay committed to the vision of common, comprehensive, cooperative and sustainable security, and to take building a common security community as the long-term goal and working together to build a world of lasting peace and universal security. The GSI is rooted in true multilateralism and has offered a Chinese solution to bridging peace deficit and solving security dilemma. In response to the Ukraine crisis, the Chinese government issued China’s Position on the Political Settlement of the Ukraine Crisis, putting forward a 12-point proposal, including respecting the sovereignty of all countries, abandoning the Cold War mentality, ceasing hostilities and resuming peace talks. The Chinese side has had in-depth communication with many European countries and relevant parties, playing a constructive role in easing the spillover of the crisis and promoting a political settlement. Going forward, we will continue to promote peace talks, promote dialogue and consultation to address legitimate concerns of all parties, work for a balanced, effective and sustainable European security architecture, and jointly uphold peace and stability on the Eurasian continent.
China will always be a builder of world peace, contributor to global development, defender of international order, provider of public goods and mediator of hotspot issues. Since its participation in UN peacekeeping operations in 1990, China has sent more than 50,000 peacekeepers to over 20 countries and regions. China is now the second largest contributor to the UN peacekeeping budget and the top contributor of troops to UN peacekeeping operations among the permanent members of the UN Security Council. More than 2,200 Chinese officers and soldiers are serving in 8 peacekeeping mission areas. Since its participation in the escort missions in 2008, China has sent 44 batches with over 100 vessels, escorted over 7,000 Chinese and foreign ships, and rescued and protected nearly 100 ships of various types, thus contributing to the great cause of world peace with concrete actions and fulfilling the duty of a responsible major country.
There is a Chinese proverb that goes “crossing the river in the same boat”. Despite the differences in the color of our skin, in our languages and in our values and ways of life, we live together on this giant boat of Earth, which makes it natural and necessary for us to support each other. Over past more than one year that I worked in Sweden, I have visited over 20 cities, and have talked with government officials, enterprise executives, scholars from think tanks and workers in the factories. I have truly felt the expectations for peace and development, and the sincere and friendly feelings towards the Chinese people by the people of Sweden. Sweden was the first western country to establish diplomatic relations with the People’s Republic of China, and there is a long history of friendly exchanges between the two countries. His Majesty the King Carl XVI Gustaf has visited China six times. The exchanges and cooperation between the two sides in the political, economic, cultural and other fields at various levels have been highly fruitful, and have brought tangible benefits to the two peoples. As the Ambassador, I have the duty to uphold the spirit of “crossing the river in the same boat”, together with my colleagues at the Embassy and friends from Sweden, to promote the continuous development of friendly exchanges and cooperation in all areas between China and Sweden.
It has always been our firm belief that a world of unity rather than division and of peace rather than turmoil, is in the common interest of all humanity. China is willing to work with all peace-loving and development-oriented members of the international community including Sweden, to jointly respond to all kinds of security challenges, and make new contributions to safeguarding world peace and stability.
Let us raise our glasses for the 96th birthday of the Chinese People’s Liberation Army, for the friendship between the Chinese and Swedish militaries, and for the peace and stability of the world. Gan bei (Cheers).
